Abstract: Space policy is no longer what it used to be. There are large number of states that own and operate spacecrafts and many commercial actors are playing significant roles. The states are investing in space because of its importance in security activities. The vulnerabilities of spacecraft may be exploited during warfare. Space is now in the phase of "space 2.0", which is a sharp departure from the past. So how should space be governed? It can no longer rely on thesuperpowers like the US and Soviet Union to make a deal and others to follow. Space governance requires wide consensus among all the parties involved, but it becomes increasingly difficult due to the strategic competition on the ground.
